Ok, I think we finally got fear fixxed to the point it does not send folks under the world. I am going to temporarily lift the fear ban in citys as the -*test*-('")ing that has been done seems to indicate everything is working as expected. Please report any issues with fear sending you under the world if this happens.

Please report any issues with fear sending you under the world if this happens. not sure if this is just a coincidence but a warlock and me tried to duel outside ogrimmar near the entrance (the ramp) i was sent under but i was able to go up again lol.
